Inertia Device Description:

Double-ball-in-tube initiated IED parcel. This device is similar to ITA-72 and to ITA-47A in operation, but uses an improvised tube tilt switch containing two ballbearings. This makes it much more unpredictable, sensitive, and dangerous in operation. It creates redundant switching, tending to make a boobytrap device fail safe if the components are carefully assembled.

IEDs with multiple ball switches are very dangerous to move, and this training aid illustrates why.
